This PAC filter which we have created may be useful (very little work is going to be done on it in the future):

More than anything else though moving to Linux, Mac OS-X, or using DropMyRights or other similar products can be used to protect people.  It is a lot easier to stop the problem in the first place than to deal with the aftermath.  Don't let these people out on the Internet write into the HKLM hive, %WinDir% and if possible the %ProgramFiles% areas in the first place.  Stopping it is the best thing to do.
