That's not ransomware nor ransomware related.

That's a type of fraud called a FakeAlert.  Since it is a website, it is specifically called a HTML.FakeAlert.

 There's so many of these sites that claim your computer is infested with malware.

locks up your screen and says " is requesting your username and password. The site says: This url has been blocked under the instruction of a competent Us government authority or in compliance with the orders of a Court of competent jurisdict..."

p.s there's a site called that's just completely copying all the info on this site and making it look like theirs

This site is the main place for redirecting you to different websites. Many sites like redirect you to this site, after it has brought you to that website it will redirect you to many malicious websites or web browsing hijacking websites.

Found this through a redirecting site. Locks up screen and claims that your computer has been infected with a Trojan virus. Tells you to call a fake I.T support number. I have no idea if this website leaves anything on your computer.
